will do just fine, although you could exchange signet of malice for mending touch, for more "solid" condition removal. The bar isn't energy-heavy anyway, so you should be fine.
In PvP, flail is a no-go (unless on KD builds) because of the self-snare. and losing 75HP for 2 extra attribute levels is a waste aswell, 14 sword will do the job just fine in PvP, and you'll end up with 600ish HP.

Replace Flail with Frenzy. If you can stand to ditch Enraging Charge you could bring Dash as a cancel stance. Other than that, not too many suggestions that RotteN didn't mention.

Looks pretty good, in PvE I would use Mending Touch instead since it removes both.
In PvP then listen to what the people above me said

looks fine for pve
throwing death's charge on there could be an option for using the secondary
In pve I prefer using Lion's comfort over heal signet, you could also drop the condition removal for pve...that's what Tahlkora and Dunkoro are for.
I also prefer galrath or silverwing slash over final thrust for pve just because it's more spammable.

I would swap Signet of malice for For Great Justice, especially since the new buff on that skill. For the rest it looks okay

Frenzy needs a good monk, so don't just throw it on your bar for any reason. Flail does a good job, imo, but in GvG the teams are far more mobile and organized. As for a speed boost/cancel stance, the list starts with Dash and can go on until Pious Haste from the dervish line. Yet, your current build does greatin PvE.
Also, I agree that Mending Touch is better for you

Bingo. Couldn't say it better myself.
Frenzy relies a lot on the Warrior using it in good, smart situations. There have been high level PvP players that just spam the hell out of the skill (Electron Theory), but that's more them being aggressive and trusting their monks to watch their back just in case. I guess you could argue there that it would depend a bit on your monks, but even then YOU have to be smart about it even if you're being aggressive.

as we all know, Kry covered frenzy with frenzy.
as for the build, i would suggest sun and moon slash in place of final thrust. it will work just fine in pve, but i think the old dragon slash warrior will be better. cripple doesn't do a whole lot in pve when most of the monsters just stand there and takes it.

Actually, Crippling Slash is great in PvE, especially with a conjure sword. And, yes, smart warriors need only apply when it comes to frenzy, but PvE Frenzy warriors need more help due to rate of mass aggro.
Smart won't help if you get spiked out of your armored boots by a couple margonites. I believe a build should work in most places if it is to be made. Instead of Sun and Moon, one may employ standing slash since it works best with stances and pumps the same damage as galrath/silverwing when used in a stance(which every warrior uses). SaMS is also good, but it's about preference after the deep wound is applied. Crippling/Gash/Standing works just as well as Crippling/Gash/SaMS on a damage output level.
Not trying to start a SaMS vs Standing discussion, just putting out a comparable opinion.

for pve, flail works fine. for pvp, however, replace flail with frenzy. also for pve, you might not need signet of malice assuming your monks have sufficient condition removal so you might consider replacing it with for great justice. i would also prefer using mending touch instead of signet of malice since its not as conditional

I'd put "Watch Yourself!" in over Signet of Malice and run Tahlk as RC (She actually does quite well at this) or Dunk.

Crippling Slash is great in HM, it lets Tahkl/Dunk/Olias/MoW/Souske/Zhed kite better without getting smashed in the back every few seconds
